Appraisal reviews "have to decide whether the appraisal or evaluation is well-suited for the transaction, the uncertainty of the transaction, and whether the manner by which the collateral valuation is acquired guarantees independence and quality," the Federal Reserve says. In addition, they "must demonstrate whether the appraisal or evaluation report matches the letter of engagement, which sets forth the range of the appraisal assignment." The Federal Reserve also states that "some institutions add periodic reviews with post-funding surveys of appraisal quality for a number of their high-risk or large-value contracts as a channel to help in exposing valuation dilemmas."
